Why the register shows fewer Ivano-Frankivsk projects than there really are
The figures above look odd: the city where the company has been based for over twenty years accounts for 10 contracts out of 163. The explanation is simple, though it does our statistics no favours - Prozorro only shows publicly funded procurement. A private shopping centre, hotel, business centre, monastery or homeowners' association paying from its own funds never appears in the register at all: that is an ordinary commercial contract between two businesses.
The city is not large, the vertical transport market is close-knit, and work here comes through recommendations rather than advertised tenders. That is why, for our Ivano-Frankivsk projects, the photo archive of completed work is a more honest source - and we refer to it instead of listing names we cannot back up with documents.
What the register does show well is the scale of an individual project. The Regional Children's Clinical Hospital at 132 Yevhena Konovaltsia St. is a case where the key factor is not installation speed but organization: the hospital has no days off and cannot close for repairs, so the lifts are replaced one at a time and the building always keeps working vertical transport. That is what determines the timeline.
Another Ivano-Frankivsk story that hardly ever comes up in residential housing is barrier-free access in an existing building. When steep stone steps lead up to the entrance and the height difference is small, a full lift with a shaft and pit is not needed: a vertical platform lift next to the steps is enough, with no intervention in the building structure. Clients for such projects in the city vary widely - from the Ministry of Defence to a monastery.
